I have always rather felt that the name "Twitter" gives it a bit of a negative connotation - suggesting meaningless sounds/background noise/statements about not very much - and certainly with the very limited character count, Twitter is quite restrictive in many ways.
That said, it's very useful for quickly pointing to things of interest and giving very brief news updates. - Rather like Facebook, Twitter can be useful in library conexts for quick information regarding changes/alterations to services e.g. opening hours during the snow or warnings that the photocopier is out of action perhaps; as well, going beyond this, acting a bit like Delicious as a means of sharing links with readers (and other libraries) - although probably most useful in this sense for links to current information of a more fleeting nature - such as a specific news story dealing with libraries for instance.
Like everything there is a time factor involved, but retweeting and using "#fb" to send the tweet to your Facebook page can be quite time-saving, and in the case of the latter, is a quick way of updating both Web 2.0 applications at once.
